ATLAS VOMRS not syncing to VOMS

New registrations to the ATLAS VOMRS service on https://lcg-voms.cern.ch:8443/vo/atlas/vomrs are not being correctly propogated to the ATLAS voms-admin service. Consequently new and recent ATLAS VO membership alterations are not available. 

A workaround will be put in place to solve the problem which will take a number of hours to implement. During this time the VOMS service will appear as degraded within its SLS view.

Virtual Organizations other than ATLAS will not be affected. This is a repeat of the same action undertaken recently for CMS.

ATLAS VOMRS is now fully synchronized to ATLAS voms-admin. All recent changes at vomrs level will now be live to end users.
