CASTORCERNT3 upgrade

Description: 

We would like to perform an intervention on CASTORCERNT3, to take place on Tuesday the 16th August 2011, to upgrade the CASTOR software to version to 2.1.11-2. This release provides bug fixes to the 2.1.11 currently running.The risk of the intervention is assessed as Low. This upgrade will not require a service downtime. It will start at 14:00am Geneva time. The intervention window is 2 hours.  CASTOR Operations.   The intervention had been put on hold because we realized that it would not be transparent. After getting the agreement of ATLAS and CMS e are now (16:15) proceeding with it.
