There are still problems accessing SVNWEB and Trac which have been there for some time and the exact cause is still not known but is clearly related to Trac.
In order to alleviate the consequences we are putting in place occasional apache restarts but this is by no means a fix to the real problem. A real fix will have to be developed later when the real cause is understood.
We are aware this restarting may cause some disruption to users of SVNWEB and Trac but we think this is better than leaving the current situation where access can be blocked.
If there are problems with web access to SVNWEB or Trac, we recommend trying again later.
If possible, use ssh access for SVN.
Note that this is long term problem caused by the way Trac keeps files open and so the servers hit the limit on open files in apache.
The proper fix to this is probably to move the next version Trac but is not possible right now.

Please note that ssh access is working normally and should be used if possible e.g. svn checkout svn+ssh://svn.cern.ch/reps/<repository>
If you really need svnweb acces or Trac, then it may be necessary to try more than once while this access problem remains.

The automatic restarting of apache servers seems to have improved the situation of access to SVNWEB and Trac and we are refining this process to try to reduce the disturbance on users.
Note that a definitive fix for this problem is not available now and it might be necessary to try accessing SVNWEB/Trac again when problems occur.
